The present study aims to examine the relationship between innovation and organizational learning, and the role of organizational commitment in public libraries of Qom province within the context of technological developments. This applied research follows a quantitative approach, is survey-based, and employs a descriptive-correlational design. The population consisted of all librarians in public libraries of Qom province (150 individuals), and a convenience sample of 108 participants was selected. Finally, 104 valid questionnaires were collected and analyzed. Data collection instruments included the Organizational Learning Questionnaire, Job Innovation and Initiative Questionnaire, and Organizational Commitment Questionnaire. The normality of the data was examined using the Kolmogorov–Smirnov test, and hypotheses were tested using SPSS.The results showed significant positive relationships between organizational learning and organizational commitment (β=0.58, P=0.009), innovation and organizational commitment (β=0.99, P=0.007), and organizational learning and innovation (β=0.55, P=0.001). Moreover, the mediating role of innovation in the relationship between organizational learning and organizational commitment was confirmed (β=0.55, P=0.01).The findings indicate that enhancing organizational learning and innovation can increase librarians’ organizational commitment, with innovation serving as a key mediator in this process. This study provides practical insights for managers and policymakers in public libraries to improve employee performance and commitment by focusing on the development of innovation and organizational learning.
