Abstract
Over the years, the use of information and communication technology for educational purposes as a guide has brought new developments to humanity at a faster pace every day. Therefore, the present research has identified the obstacles and problems of empowerment for the e-learning of the educational staff of the Imam Khomeini Relief Committee. This research is applied in terms of purpose and in terms of the nature of quantitative approach and descriptive-survey method.The statistical population includes all the employees and people working in related departments in the Imam Khomeini Relief Committee of Tehran Province, 377 people were selected by the available sampling method and a researcher-made questionnaire was distributed among them.
Then, in order to check the validity of the questionnaire, confirmatory factor analysis was used and in order to check the research hypotheses, structural equation modeling (SEM) was used with the help of SmartPLS 3 software.In order to empower the electronic learning of the relief committee employees, the obstacles include: individual factors, organizational management factors, infrastructural and technical factors, pedagogical factors, attitudinal factors, and financial and economic factors. The findings showed that all factor loading coefficients are greater than 0.4 and significant numbers greater than 1.96 indicate the appropriateness of this model, and therefore the final model was designed and presented.
