Abstract

The purpose of this study is to identify the obstacles to implementing technical and vocational training in primary education and to provide solutions for its development. The research approach was qualitative and thematic analysis. The sampling method was purposive and snowball, based on which 14 experts and scholars were selected and semi-structured interviews were conducted. The validity of the findings was confirmed using the peer review method. The research findings were analyzed using thematic analysis technique in MAXQDA software.Analysis of the research results led to the extraction of 134 descriptive codes, 33 sub-themes, and 10 main themes to identify obstacles and solutions to implementing technical and vocational training in the primary school. According to the findings, the obstacles to implementing technical and vocational training at the primary level included 6 main themes: "Cultural and attitudinal challenges, economic and financial, executive and structural, educational, technical and infrastructure challenges, and professional ability challenges, and also the strategies for developing technical and skills education at the primary level were categorized into 4 main themes: "Financial and infrastructure affairs, cultural development and skill development, managerial and executive affairs, and education and skill development".According to the results, the lack of effective coordination and collaboration among educational and cultural institutions is one of the main obstacles affecting the development of skill-based training. Additionally, economic limitations and a shortage of equipment are major barriers to implementing technical and vocational education programs, which require the provision of proper facilities and financial resources. Changing families' attitudes and promoting a culture of skill-based education within the community play a significant role in establishing and advancing this type of education and can help improve the overall state of technical and vocational training.
